Why 74% of enterprises cannot connect AI activity to business outcomes, and what the data says about fixing it. PwC's January 2026 AI Business Survey landed with a number that should be in every AI program governance review this quarter: 74% of enterprises report they cannot reliably connect AI activity to measurable business outcomes. Not "struggling to show ROI." Cannot connect. The measurement architecture was never built.
This is not a surprise finding. It is a confirmation. And it arrives at a moment when enterprise AI budgets are larger than ever, executive patience is shorter than ever, and the gap between the two is becoming impossible to ignore.

The PwC data tells a more specific story than the headline suggests. The 74% who cannot connect AI to outcomes are not failing because their models underperform. They are failing because they started with deployment metrics, adoption rates, usage volumes, training completions, and never built the layer above them: the enterprise performance metrics that deployment was supposed to move.
The survey identifies three structural gaps that recur across failing programs: no pre-deployment baseline measurement, no defined causal path from AI action to business KPI, and no named accountability for the performance outcome. These are not technology gaps. They are change architectural gaps.
Only 26% of enterprises can connect AI to outcomes. They share one consistent characteristic: they defined what success looked like before the first line of code was written. Not after. Before.

The fix is not a new dashboard. It is about building the measurement architecture before deployment begins and maintaining it through every subsequent phase of the program.

For each active AI initiative: does your current measurement framework include a baseline business KPI taken before deployment began, and a named date by which the initiative is expected to have moved it?
If the answer is no, the initiative is running without a performance contract. That is the conversation to have before the next budget review.
