The room goes quiet.
The program team pivots to explanations. "We're still in early adoption." "We need more time for behavioral change." "The data collection methodology needs refinement." "Several confounding variables make attribution complex."

Step 2: Map the Causal Mechanism (How AI Produces the Outcome)
Describe exactly how AI action produces KPI movement. Not "AI improves decisions" but the specific steps in the causal chain.
Template: Current state takes X days/hours/steps → AI automates Y steps → Future state takes Z days/hours/steps → KPI moves by (X minus Z).
Be specific about:
What AI does (analyze data, generate recommendations, automate tasks, predict outcomes)
What manual work gets eliminated (data gathering, pattern analysis, routing, documentation)
What remains human (judgment, override, escalation, exception handling)

The causal mechanism must be testable. You should be able to measure each step in the chain and verify that AI produces the claimed effect.
Step 3: Establish Baseline and Target
Baseline: What is the current KPI value before AI deployment?
Measure the baseline over 6-12 months to account for seasonal variation. Use the average, not a single snapshot.
Target: What will the KPI value be after AI deployment?

The target must be:
Specific (2.0 days, not "faster")

The business owner must be:
A named individual (not a team or department)
